Following the White House approval of a plan that will allow Chinese tech firms access to powerful U.S.-made microchips, one security expert is pointing out how the agreement will hinder American computing efforts while empowering China’s.

With the freshly granted approval of the U.S. Commerce Department, Nvidia can now sell its second-most powerful chip, the H200, to 10 of China’s top tech firms. This reverses a course set under the Biden Administration, which sought to limit Chinese access to America’s most advanced technology. While the Biden White House was acting to promote U.S. dominance in the emerging field of AI, President Donald Trump’s 180-degree turn on the matter represents his desire to promote business deals at any cost.

According to security expert Chris McGuire — a current member of the Council on Foreign Relations and former member of the Department of Defense, the National Security Council, and White House Office of Science and Technology — the decision could have major consequences for the course of both countries’ AI programs.

“This is a complete own goal. It would triple the amount of AI computing power that China adds next year — before taking into account illegal smuggling,” warned McGuire. “And it would divert scarce AI compute resources away from U.S. firms. This will help China close the gap with the U.S. in AI.”

Despite the U.S. approval, Chinese firms have yet to finalize the deal at the guidance of Beijing. According to Reuters, “The shift in China was partly triggered by changes on the U.S. side, though exactly ⁠what changed remains unclear… The path to a completed sale has been obstructed by a tangle of requirements on both sides. U.S. rules issued in January require Chinese buyers to demonstrate they had installed ‘sufficient security procedures’ and would not use the chips for military purposes.”

“The stakes are significant,” notes Reuters, “highlighting how the U.S.-China tech rivalry is now snarling even approved trade, leaving the world's most valuable company and dominant chipmaker caught between dueling national priorities.”

Trump is visiting China at the moment, and in an effort to push the deal through, he picked up Nvidia CEO Jensen Huang from Alaska while en route to the summit, which proponents of the agreement hope will break the stalemate.

"Any deal that allows Nvidia to sell more chips to China means fewer Nvidia chips for U.S. firms, and a smaller U.S. lead in AI over China," said McGuire. “It is remarkable that President Trump keeps getting convinced to put Nvidia’s interest ahead of America’s.”
